Dear listserv,
Those of you who follow the California FPPC may have noticed our creation of an ad hoc committee to review the FPPC’s Statement of Governance. This statement, which dates from 2001, describes how the Commission, its chair, and its Executive Director interact. As Chair of this ad hoc committee, I (and Commissioner Hatch) would like to invite those of you who have been involved with the FPPC to offer us your views about the current governance principles, how they are implemented, and what opportunities you see for improvement. (The link above contains the principles, as well as some administrative history from 2001).
Of course, any changes would need to comport with other applicable statutes - we know that. But we also know that great insights may come from unexpected quarters, so please do not feel deterred by the intricacies of California administrative law. We will handle that part.
To the extent your comments can be specific, that is quite helpful. We know that some of you have professional duties that limit how specific you can be. Tell us what you can.
We would like to have our Report presented to the full Commission sometime in the spring.
