The Star-Tribune
<http://www.startribune.com/minneapolis-and-st-paul-candidates-rethink-campaigns-in-an-election-with-ranked-choice-voting/449918633/>gives
local flavor to the campaign incentives under ranked choice voting, with
an intriguing contrast of races in which there’s an incumbent and races
without.

“Facebook tells advertisers more scrutiny is coming”

Axios
<https://www.axios.com/scoop-facebook-tells-advertisers-more-scrutiny-is-coming-2493827891.html>:

Facebook is going to require ads that are targeted to people based
on “politics, religion, ethnicity or social issues” to be manually
reviewed before they go live, according to an email sent to
advertisers and obtained by Axios. That’s a higher standard than
that required of most Facebook ads, which are bought and uploaded to
the site through an automated system. It’s also warning that it
expects the new policy to slow down the launch of new ad campaigns.

“In Manhattan, mayoral candidate only needs one vote”

Fascinating
<https://www.bozemandailychronicle.com/news/in-manhattan-mayoral-candidate-only-needs-one-vote/article_ea75085e-7abc-568f-96ba-630135f7c155.html>.

Under Montana law, if Clements had applied to be a formal candidate
in the mayor’s race, all write-in names would have counted. But
because he’s the only registered write-in candidate and no one is on
the regular ballot, none of the other write-in names can be counted.

“As long as he votes for himself, he’ll be the mayor,” said
Charlotte Mills, Gallatin County clerk and recorder.

“Russians Still Have An Open Path To U.S. Election Subversion”

Anunfortunate Newsweek headline
<http://www.newsweek.com/spy-talk-jeff-stein-donald-trump-russia-homeland-security-election-russia-680179>for
an article about filling Homeland Security positions to assist with
cyberdefense.

The federal government could certainly play a role in assisting on
cybersecurity matters, and probably should do so.  But aside from the
fact that federal government entities still operate even without
confirmed political leadership, the headline seems to forget about state
and local officials.  And what little we know about cybersecurity in the
2016 election indicates that attempted infiltration in most states
failed precisely due to measures that state and local officials already
had in place.

Here’s the paper
<http://election.princeton.edu/wp-content/uploads/2017/10/bakthavachalam_fuentes17_MEVC_popular-electoral-split-model-8oct2017.pdf>behind
the reportI mentioned yesterday <http://electionlawblog.org/?p=95312>,
finding that one out of every three presidential elections where the
popular vote margin is within 3% will feature a mismatch between the
popular vote and the electoral college.
