[EL] Query

Colleagues:

It is often said that American governors and state legislatures use their authority to draw congressional districts as leverage to extract concessions, or at least to build up political capital and generate political debts owed by members of Congress.  That is, they can threaten to draw districts unfavorably to punish people, and draw safe districts to reward them.  This strikes me as eminently plausible, but is there any documentation to support this piece of folk wisdom?  Any published works, whether relying on data or anecdotes?  Thanks for any help.  Private replies appreciated.
