[EL] Question About US Senate Rules

Even though the Senate has eliminated the filibuster for all judicial nominees, I hear that lower court nominations are still slowed down because of arcane Senate internal rules that effectively limit consideration to one slot or so a week.   

Can anyone point me to a good source on these other, non-filibuster "slowdown" rules, or, failing that, perhaps explain them? I'm happy to take answers offline.  Thanks in advance.
