[EL] District court decision requiring disclosure of anonymous donors to groups making independent expenditures

Not sure this has been posted yet -- Judge Beryl Howell concludes
<https://ecf.dcd.uscourts.gov/cgi-bin/show_public_doc?2016cv0259-43> that
FEC reg (which does not require disclosure absent proof of intent to
subsidize a particular expenditure, even if the contribution was expressly
intended to support a candidate) falls short of what the Act requires.
