[EL] Possible causes of action for improper siting of Early Vote locations

I am interested in what plausible causes of action could be brought to challenge improper location of early voting sites. Let's assume they disproportionately burden African-American voters and Democrats. In addition to a section 2 challenge under the Voting Rights Act, could one also bring a First Amendment challenge, under a theory similar to that brought recently in the gerrymandering cases? Are there any other causes of action which could be brought?

If anyone has sample pleadings, or examples of cases, or just thoughts as to the various grounds for challenge, I'd be grateful if they were shared with me.
