[EL] Voter registration by race

[Chris Hughes]

Found NH's voter registration form at 654:7 in their election codes,
attaching screenshots of those below. They don't appear to ask for any
voter race/ethnicity data. Their election codes are downloadable here:
http://sos.nh.gov/ElecLaws.aspx.
