[EL] Green Party of Montana and US Senate race

This morning Rick Hasen blogged a link to a story about a former Republican activist filing as a Green for US Senate in Montana.
Most people who see the headline probably assume that person will become the Green Party nominee in Montana. However, it is overwhelmingly likely he will lose the Green Party primary to Steve Kelly, a bona fide Green.
When the Green Party submitted its petition for party status earlier this month, it did not desire to have any nominee for US Senate. In a majority of states, newly-qualifying parties do not nominate by primary. If the Montana election law let the Green Party nominate by primary, the party would choose to have no nominee for US Senate. So that is a plug for the idea that new and minor parties should be allowed to nominate by convention, an idea recommended back in 1951 by Dr. Joseph P. Harris of UC Berkeley, in his book "A Model Direct Primary System." Dr. Harris was considered the nation's leading expert on election administration from the 1920's into the 1960's.
