She doesn’t count because she very possibly will not win.  There are probably about 30-40% of the votes in that race that have not yet been counted, and the late-counted votes typically break in the Democratic candidate’s favor.

But either she or her opponent, Gil Cisneros, should be included in the list once all the votes are counted and it is decided which of them actually did win.
