[EL] Fixing Ballot defect after UOCAVA ballots sent

I was on the opposite side of such a case in 2014 -- fighting the opposing
party's efforts to do a state legislative candidate switcheroo after the
statutory deadline and after UOCAVA ballots had gone out.  Court allowed
the change, and for replacement ballots to go out, etc., relying heavily on
the testimony of election officials as to what could still be accomplished
at that date.
