[EL] Fiscal Notes on Referenda

Does anyone know of authority about requirements that referenda have fiscal impact statements? Where they exist, I'm wondering what courts have done in policing their accuracy, or ensuring that the required fiscal estimates actually get done.  Anyone with info can respond offline.  All info appreciated.
