House Republicans withdrew on Thursday from negotiations with Democrats over a pact that would have effectively barred both parties from using hacked or stolen material on the campaign trail this fall.

Leaders of the National Republican Congressional Committee, the campaign arm of House Republicans, and their counterparts at the Democratic Congressional Campaign Committee had labored for much of the summer over rules that would have governed the way the congressionally run committees and their candidates treated material like the thousands of pages of damaging Democratic documents stolen and leaked by Russian hackers in 2016.

Instead, the two parties were left on Thursday exchanging shots just two months before Election Day; Republicans claimed that Democrats had negotiated in bad faith and violated an agreement not to speak about the negotiations publicly, and Democrats said that Republicans were merely searching for an excuse to pull out. It only fed the complaint by Democrats that Republican lawmakers have resisted bridging partisan divisions in the two years since Russia began its brazen attack on the American political system.

Amid a chorus of warnings that the American election system is ground zero for foreign attackers<https://www.nytimes.com/2018/07/13/us/politics/dan-coats-intelligence-russia-cyber-warning.html>, a panel of leading scholars and election experts issued a sweeping set of recommendations<https://www.nap.edu/catalog/25120/securing-the-vote-protecting-american-democracy> on Thursday for how to make elections more secure.

Several similar reports have been issued lately, but this one is different. It not only carries a blue-ribbon pedigree from the National Academies of Science, Engineering and Medicine<http://www.nasonline.org/>, but it also suggests ways to address allegations of domestic voter fraud, which Republicans have leveled for years.

The report notes the significant challenges of securing elections. In 2016, Americans voted in 178,217 precincts and 116,990 polling places. Under the Constitution, each state controls its own election procedures, and officials jealously guard their authority against federal interference. The rules vary so wildly that uniform standards are almost impossible.

Still, many of the report’s proposals can be applied nationwide. Here are six ways the panel says that election security can be improved…

This is the right call, and shows some good faith on the part of prosecutors. Even if there is a legitimate reason to investigate voter fraud issues in North Carolina (there could be), it should not be done to interfere with the busiest time in gearing up for elections.
