[EL] Relevance question

To estimate the necessity and timeliness for law to protect predatory use of technology expressed in my 11 April message motivates me ask:
- Is jurisdiction given to mischief using powerful energy permissible?
- How long can we afford to not take decisive action in this context ?

I believe the fight against misuse of potent energy is an embodiment of the Civil Rights movement, today it is giving human trait that abides by ethics, honesty, mutual-respect etc. an equal chance to thrive. I am very well aware of how unsavory topic this is, but I keep at it since I am privileged to be aware of the cause-effect relationship from occupational health and being aware that majority in civil society are defenseless, unaware of leading indicators of and cope with post-exposure failing health.
