[EL] does anyone know the answer to this New York question?

Apparently this year the New York legislature passed a bill, setting up a commission to study public funding for candidates for statewide state office.  This commission also has the power to recommend whether to abolish fusion.  The commission must issue a plan by December 1.  Then the legislature has 22 days to veto it.  If the legislature does nothing, the commission's recommendations go into legal effect.
Does anyone know the bill number?  I can't find it on the New York legislature's website.  Thank you.
