[EL] Vikram Amar on Calif. tax returns-ballot bill fails to consider Williams v Rhodes

Today Rick Hasen posted a link to Professor Vikram Amar's Verdict piece, arguing that the California tax returns-ballot bill does not violate the U.S. Constitution.  However, the argument Amar makes was made by the state of Ohio in Williams v Rhodes, and the US Supreme Court rebutted it.  Surely no one believes that Bush v Gore is such a powerful precedent that it overturns Williams v Rhodes, or other US Supreme Court precedents that struck down ballot access limits on presidential candidates (also Communist Party of Indiana v Whitcomb, McCarthy v Briscoe, and Anderson v Celebrezze).  The US Supreme Court itself constantly refers to Anderson v Celebrezze as an important and still standing precedent, but the Court never cites Bush v Gore.
