Steve, back in 2006, I co-edited a volume, called the Future of the Voting Rights Act, with lots of terrific chapters many of which were written by people on this listserv.  The premise of the volume was that Congress was going to need or want to update the pre-clearance regime, and virtually all the chapters (some empirical, some doctrinal, some policy oriented)  remain relevant to any updating that Congress might do in the coming years.
