[EL] Query for Experts on North Carolina Campaign Finance Laws

I was recently approached by a researcher who had been told by interviewees in North Carolina that the state has “especially strict” prohibitions on coordination between state political parties (and presumably campaigns) and local 501c3 /c4 organizations (presumably all independent expenditure groups). I recently reviewed North Carolina’s election laws for her and nothing particularly stood out to me in that regard. I am planning to go back through them, but I was wondering if anyone on the lis, who has expertise in North Carolina’s state campaign finance laws, would be willing to clarify what is "especially strict" about the laws here relative to other states.
