[EL] software for simulating election

Hi.

For a possible experiment comparing user experiences with alternative voting systems, I am looking for software (or other tools) for creating either paper ballots or touch screen ballots. Ideally, the system can handle simulating RCV, Approval Voting, and other methods, but any tools that can create any of those would be ideal.
