[EL] state laws on language assistance

Dear colleagues,
I have an excellent student who is interested in finding datasets or recent papers on the following:
1. State laws on language assistance (in this case, language of printed registration forms and printed ballots) or court orders on the same (even negative ones such as King v Mauro in Iowa), in particular which states have such laws.
2. State policies or administrative rules on the same issue.
In particular, the student is interested in how these laws and policies affect Asian-American voters, but any survey of state laws on this is welcomed. Of course, some counties or other local governments may have their own policies on language assistance, so writings on that are appreciated, too, but I assume no survey of such policies exists.
