Dear Election Law Listserv:  I wanted to let you know about an upcoming event on January 10, 2019 from 10am to 1pm at the University of Southern California Price School of Public Policy. The event is the "Terminate Gerrymandering Summit," which includes a launch of the Fair Maps Incubator at the USC Schwarzenegger Institute for State and Global Policy. As you know, 2018 was an important year for redistricting reform with voters in critical states (Colorado, Michigan, Utah, and Missouri) approving ballot initiatives that create citizens' redistricting commissions and Ohio passing a law creating a redistricting commission in 2018. About one-third of congressional districts are now drawn by some form of redistricting commission or similar system.  The January 10 summit at USC will include analysis from experts to discuss the prospects of redistricting and partisan gerrymandering reforms in other states in the future via ballot initiative, legal efforts, and legislative or state constitutional reforms.  Following the summit, the USC Schwarzenegger Institute's Fair Maps Incubator will continue to encourage research, analysis, and policy efforts around redistricting.


Panels at the January 10 summit will include analysis of what happened in 2018, especially in the four states that passed redistricting reforms via ballot propositions and in the congressional elections. Panels will also examine prospects for ballot propositions around political reforms in states in 2020 and beyond, the measurement of partisan gerrymandering for legal redistricting battles, and the upcoming 2022 redistricting fights likely to occur.
