Hello- Here in North Carolina we do an audit of the eligibility of the voters on our voter registration list (2016 Post-Election Audit: https://s3.amazonaws.com/dl.ncsbe.gov/sboe/Post-Election%20Audit%20Report_2016%20General%20Election/Post-Election_Audit_Report.pdf).
We are wondering if other states do something similar, particularly when it comes to determining citizenship status.
Any information is appreciated, thank you!

In early 2015, a man who runs a small technology company showed up at Trump Tower to collect $50,000 for having helped Michael Cohen, then Donald Trump?s personal lawyer, try to rig online polls in his boss?s favor before the presidential campaign.
In his Trump Organization office, Mr. Cohen surprised the man, John Gauger, by giving him a blue Walmart<https://na01.safelinks.protection.outlook.com/?url=https%3A%2F%2Fquotes.wsj.com%2FWMT&data=02%7C01%7Cemily.lippolis%40ncsbe.gov%7Cd48fa3f29349443c5aab08d67cb66395%7C7a7681dcb9d0449a85c3ecc26cd7ed19%7C0%7C0%7C636833520129796999&sdata=6W0lz5hfUTkIg14I32kUCycjxFb2lhuzbYaMvpg3IBc%3D&reserved=0> bag containing between $12,000 and $13,000 in cash and, randomly, a boxing glove that Mr. Cohen said had been worn by a Brazilian mixed-martial arts fighter, Mr. Gauger said.
Mr. Cohen disputed that he handed over a bag of cash. ?All monies paid to Mr. Gauger were by check,? he said, offering no further comment on his ties to the consultant.
Mr. Gauger owns RedFinch Solutions LLC and is chief information officer at Liberty University in Virginia, where Jerry Falwell Jr., an evangelical leader and fervent Trump supporter, is president?.
In January 2014, Mr. Cohen asked Mr. Gauger to help Mr. Trump score well in a CNBC online poll to identify the country?s top business leaders by writing a computer script to repeatedly vote for him. Mr. Gauger was unable to get Mr. Trump into the top 100 candidates. In February 2015, as Mr. Trump prepared to enter the presidential race, Mr. Cohen asked him to do the same for a Drudge Report poll of potential Republican candidates, Mr. Gauger said. Mr. Trump ranked fifth, with about 24,000 votes, or 5% of the total.

Rep. Marcia Fudge is quick to acknowledge you only have to look to her home state of Ohio to talk about voting rights concerns .
So, in the Democrat?s new role as chairwoman of a revived House subcommittee on elections, Ohio will be one of six states where the panel will host field hearings starting as early as next month. The other states include Georgia, Florida, North Carolina, North Dakota and Texas.
The hearings come in the wake of concerns that some voters, particularly in those states, faced problems during the midterms, including proposed poll closures in a predominately black county in Georgia.<https://na01.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.usatoday.com%2Fstory%2Fnews%2Fpolitics%2Felections%2F2018%2F08%2F24%2Fgeorgia-officials-vote-not-close-polling-sites-randolph-county%2F1078513002%2F&data=02%7C01%7Cemily.lippolis%40ncsbe.gov%7Cd48fa3f29349443c5aab08d67cb66395%7C7a7681dcb9d0449a85c3ecc26cd7ed19%7C0%7C0%7C636833520129796999&sdata=6b1Ikjam3gAy%2FDOwu84ORWb3u%2Bx1sDzTyeVfcTwTalk%3D&reserved=0>

The Los Angeles City Council is considering imposing a ban on contributions to candidates for city office by real estate developers. Is anyone aware of similar regulations, and challenges to them?
Here's a description of the proposal from the LA Times:
https://na01.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.latimes.com%2Flocal%2Flanow%2Fla-me-ln-developer-donations-20190115-story.html&data=02%7C01%7Cemily.lippolis%40ncsbe.gov%7Cd48fa3f29349443c5aab08d67cb66395%7C7a7681dcb9d0449a85c3ecc26cd7ed19%7C0%7C0%7C636833520129796999&sdata=9dbEbmyMuD%2BopMK6J8BwtqusORgMQrymwFKKTUuyadE%3D&reserved=0
Under the proposal, real estate developers would be barred from giving to city candidates and officeholders once they have turned in an application that requires city approval or other action, provided that the request involves building or adding more than 4,000 square feet of floor area for residential projects or 15,000 square feet for commercial projects.
The donation ban would last until a year after a final decision is made on the application, the proposal said. The restrictions would apply to the owner of the property being developed, including principals of any legal entity that owns the property.

The federal ban on contributions from government contractors is perhaps similar. Here is the definition of contractors from the FEC website:
A person who enters into a contract, or is bidding on such a contract, with any agency or department of the United States government and is paid, or is to be paid, for services, material, equipment, supplies, land or buildings with funds appropriated by Congress. 11 CFR 115.1.

There was a Ninth Circuit case from many years ago, written by Judge Norris, that held a similar ban or limit on contributions from developers to be unconstitutional ? I think it was from Santa Barbara ? because the law allowed unlimited contributions from citizens opposing the development project. I forget the exact details and the name of the case, but perhaps you can find it with this information. I think it was from the 1980?s or 1990?s.

*Yamada v. Snipes* (9th Cir) and *Wagner v. FEC *(D.C. Cir.) come to mind, both upholding regs banning contributions from contractors. Doesn't extend to regulated industries like real estate. See *Deon v. Barasch* (gambling) and a case about limiting contributions from marijuana businesses more strictly than others that I forget the name of.
