[EL] fantasy: a national plebescite on building a wall on Mexico border

If I could, I would have congress pass a bill providing for a national vote on the issue of whether Congress should appropriate $5.7 billion on buildling a barrier on the Mexico border.  Perhaps the election could be held in 3 months.  Then, presumably, all sides in congress and the White House could agree that in the meantime, we could re-open the government.  The election might be made binding.
