[EL] Congress' Ability To Sue Executive Over Political Disputes

Possibly only marginally relevant to this listserv's topics, but I published today a piece in THE HILL on the standing of Congress to sue the President over political disputes, inspired by the different outcomes in the House and Sierra Club challenges to border wall funding, as well as the 2015 lawsuit by the House re: Obamacare funding.
