[EL] Replacing Theresa May

It's how Theresa May came into power herself after David Cameron slinked
off into the political sunset after his Brexit gamble backfired.

Regular government-funded primaries are only done by the USA, but an
increasing number of parties in other countries involve their members in
primary-type contests -- and when doing so, new leaders can be chosen
without the government holding a general election. Notably, all of Canada's
national parties have their voters choose their leaders with ranked choice
voting, as will several state Democratic parties next year in our
presidential contest. Here is an account
<https://en.wikipedia.org/wiki/2017_Conservative_Party_of_Canada_leadership_election#Full_results>of
the Conservative Party's selection of Andrew Scheer in a national RCV
primary (with weighted voting as well) that the party held in 2017.
