[EL] California presidential tax returns/ballot access bill

Among other problems, it presumes the state has any  role or responsibility in selecting a party’s nominee. That’s done by delegates selected at conventions, not primaries. This is hardly controversial, Ginsberg’s Bethune decision yesterday even made this point.
