[EL] TX Constitution's Definition of Population

Hi All,
The TX constitution mentions population in the context of
redistricting population counts in Article 3, Section 25:
"The members of the House of Representatives shall be apportioned
among the several counties, according to the number of population in
each...by dividing the population of the State, as ascertained by the
most recent United States census...."
"Most recent U.S. Census" implies that whatever figures used for
drawing districts must be from the *decennial* census (otherwise, why
say "most recent").
So if the decennial census has no citizenship question, CVAP can't be
used for redistricting population counts in TX. It's currently not in
the decennial, it's in the ACS. If a citizenship question is added,
it makes it possible to use CVAP instead of population (i.e., the
total number of all persons living somewhere).
