The tweet says he will ask the lawyers IF they can delay the Census, no matter how long, for this purpose.  The answer might be, they can’t.

I have no doubt the administration wants to add the question and will do that if they can, within the relevant time constraints.  I just don’t know what those constraints actually are – which we will surely find out soon enough.
