In the notes on the phone call, Trump references Giuliani several times. In
his press conference today, Trump said Giuliani has a right as a private
citizen to want to get to the bottom of things. Now Giuliani claims he
became involved with Ukraine at the behest of the state department. Under
what circumstance might Giuliani's behavior constitute a possible Logan Act
violation?
