[EL] GOP pushes absentee ballot applications and Trump condems "mail in balloting"

As I understand it, that's the California system--and it's what Rick has
been suggesting.

Any reason Democrats and many Republicans in Congress shouldn't be trying
to enact a statute requiring states to do at least *that *(and allowing but
not requiring them to go further toward the Oregon model if they wish)?
