BTW, Congress also ought to take note of the power this Constitutional
clause has with respect to voter registration opportunities amidst a
pandemic. Cf.

Reading "time, place, and manner" in conjunction to the 15th Amendment
makes doubly clear the power of Congress to mandate functioning voter
registration.
