Thanks, all, for the helpful side notes on all the technologies that the 1 percenters have available to them so that they can vote by mail securely and reliably. Really appreciate it!

But why stop there?  Why don’t we all just do what President Trump and his wife did on March 9, a week before the March 17 presidential preference primary in Florida, when they sent a personal courier to pick up from, and then return to, their VBM ballots they requested from the Palm Beach Supervisor of Elections office.  No USPS/FedEx/UPS needed at all!

It’s the latest innovation in ballot harvesting, as my colleague Mike McDonald, calls it.

Of course, problems with delivering and returning VBM ballots is just the tip of the iceberg when it comes to problems for some folks wanting to vote my mail.  I document those who had their rejected mail ballots—the ones that were returned on time!—that were cast in Florida’s 2016 General Election in this report for the ACLU of Florida.

I agree with that—offer funding not compulsion—and happy to help with such an effort (though Cato policy prevents me from signing joint-advocacy letters).

On a side note, regarding scanning documents, the Notes app on iPhones (and no doubt the equivalent on android devices) has a scanning function whereby you take a picture of a document, including multi-page, and it crops/adjusts that into a pdf that’s pretty much the same as a scan. I just learned of this a few weeks ago and it’s been a game-changer for the efficiency of my home office even though I also have printer/copier/scanner.

I leave it to you decide how good of a reason it is, and I speak only for myself as someone who generally favors what Jim Bopp and Trevor Potter are discussing, in saying that “requiring states” is a problem. If that were instead “providing states funding to assist them to do at least that,” I suspect the support for this among Republicans would probably increase, perhaps considerably.

As I understand it, that's the California system--and it's what Rick has been suggesting.

Any reason Democrats and many Republicans in Congress shouldn't be trying to enact a statute requiring states to do at least that (and allowing but not requiring them to go further toward the Oregon model if they wish)?

This is the problem with conflating "absentee balloting" and current "mail in balloting" schemes -- it leads to partisan attacks claiming phony hypocrisy.

While both traditional "absentee balloting" and current "mail in balloting" schemes promoted by Democrats involve "mailing a ballot," this is superficial. There is at least one big substantive difference which leads Republicans and Trump to support and use absentee balloting, as the WaPo correctly points out, while opposing current "mail in balloting" schemes.

In absentee balloting, a prior application is required in order to get a ballot and that is what many GOP state parties are now promoting.

In current mail in balloting scheme, no application is needed and ballots are just mailed wholesale to all registered voters. Republican believe that this required application is a vital fraud protection measure and is an important basis for Republican's opposition.

I really think we need to understand the difference and get the terminology right. Jim Bopp

I can tell you that’s not the case in Ohio. As I’ve said, we’re fortunate that we’ve been doing vote by mail for a long time. We know how to do it, and we know how to get it done securely.

Hope we can get back to normal for November, but we’ll be ready no matter the situation.
