Panelists will discuss redistricting and vote-by-mail in the time of COVID19. Grose will discuss how the proposed census delay could lead to opportunities for legislative gerrymandering and disparate impacts regarding voting rights. Romero will discuss vote-by-mail and impacts on voters. Padilla will discuss how the state of California is addressing elections in the time of COVID19 among other topics; and Flynn will discuss redistricting, vote-by-mail, and other reforms.
