[EL] Georgia rule about proof of residence for voter registration?

I've seen news reports about a rule considered but apparently not adopted by the Georgia Elections Board at a recent meeting. E.g.,

The rule in question is the third one, and the end of that article says, "The board decided to address related instructions to eligible voters in the official election bulletin." I have not managed to turn up any official communications about this. Does anyone have information about what was decided or what has been stated? I'm particularly interested if this differs in any way from previous instructions or guidance on this point.

Thanks in advance, and I hope all on this list are weathering what remains of 2020 as well as can be expected.
