[EL] TX AG Authority

Does anyone know if the TX AG needs a referral from a state agency before initiating a civil suit, or whether under Texas law he has the authority all on his own to initiate lawsuits on behalf of the state of Texas?

 The TX AG website makes it sound like it might be  the former, although he can always initiate criminal prosecutions or defend suits against Texas. 

If the former, has he in fact received such a referral? From press accounts, I'm not aware of any.
