[EL] Voter who moves states *between* primary dates

I can’t imagine it’s criminal for her to consider herself a tourist in Ohio
for a few weeks and vote absentee for Kentucky from there.
Could come down to when she goes to the DMV and applies for an Ohio
ID/license.
If she applies for an Ohio drivers license, or state benefits, that might
be the rubicon for when it becomes enforceably criminal to vote in
Kentucky.
