[EL] Query: apportionment processes/formula in federal countries

Happy new year, all!

I'm working up a paper in which I compare the US apportionment process to
the process in other nations.  I've begun searching and have had some
success in finding data and legislation or statutes that indicate the
apportionment formula and how it is applied.  But, this is a bit of a
struggle.  Can anyone out there offer guidance or references to where I can
find this information for federal countries around the world?  Many thanks
in advance.  Offline responses welcome.
