[EL] Please comment on proposed Voluntary Voting Systems Guidelines (VVSG 2.0) and especially its Glossary

I’m writing to invite and encourage members of this Election Law email 
list (and election-related organizations with whom you may be 
affiliated) to review and suggest revisions for the proposed Voluntary 
Voting Systems Guidelines (VVSG 2.0) and especially its Glossary. All 
comments are due on or before 5:00pm Eastern Time on Monday, June 22, 
2020 at https://www.regulations.gov/document?D=EAC-2020-0002-0001

*Why this matters: The proposed new VVSG 2.0 will be the first major 
revision of the VVSG since the Election Assistance Commission (EAC) 
adopted VVSG 1.0 in 2005, and updated it to VVSG 1.1 in 2015. Like VVSG 
1.0 and VVSG 1.1, the proposed new VVSG 2.0 includes a Glossary of 
Terms, which is a crucial part of the standard because the individual 
Principles and Guidelines and detailed Requirements all depend on a 
common understanding of words used to describe all the details. Terms in 
the new Glossary may also be used in future legislation as well as 
litigation and court opinions.*

*Commenting: *If you don’t have time to create your own comments, we 
urge you to consider submitting a brief note endorsing comments and 
suggestions for improvement of the VVSG 2.0 Glossary that the State 
Audit Working Group (SAWG)* recently submitted -- which was signed by 20 
individuals.

*The State Audit Working Group (SAWG) is an /ad hoc/ group of 
individuals concerned about election integrity issues in general and 
election audits in particular. The SAWG has been meeting regularly via 
teleconferences since 2008, and has developed recommendations from time 
to time such as the “Principles and Best Practices for Post-Election 
Tabulation Audits.”

Several members of the State Audit Working Group have participated in 
one or more NIST/EAC Working Groups that have been developing the 
Requirements and Glossary during the past year, including the 
Interoperability, Cyber-Security, and Election Modeling Working Groups.
