[EL] Book on campaign finance reform efforts

Hi folks,
I recall hearing about a book on campaign finance reform efforts whose
thesis is that most such efforts take place in the aftermath of scandals
and with the support of bipartisan good-government coalitions. That is,
most regulations of money in politics aren't enacted by self-interested
insiders looking to entrench themselves in office. Unfortunately, I don't
remember what this book is. Does this description ring a bell with anyone?
