No assumption necessary. It's right there in the text of Sec. 8 of the NVRA:



(2)(A) A State shall complete, not later than 90 days prior to the

date of a primary or general election for Federal office, any program

the purpose of which is to systematically remove the names of ineligible

voters from the official lists of eligible voters.

I'm assuming the NVRA 90 day prohibition on taking voters off the rolls before federal elections for non-voting applies to



runoff primaries

special elections

special election primaries

special election runoff primaries



given that at least one federal office is up in the election.
