I don’t think this is a serious concern. R and D SOS in states that mail ballots to everyone haven’t seen any increase in fraud. The concerns are mostly administrative.

I imagine it’s to ensure that there’s an actual person who’s eligible and wants to vote at the end of the address, trying to minimize harvesting, etc. What a recipe for massive fraud this would be—the real systemic kind, not the extremely isolated incidents of in-person fraud that voter ID remedies—and definitely premature to be implementing this last-resort least-bad option now. I know, I know, don’t let a crisis go to waste to implement a preexisting agenda...
