[EL] Klobuchar/Wyden bill

I support widespread access to vote-by-mail, but I would agree on the
importance of the bill limiting "ballot harvesting" and taking other steps
to enhance public confidence in the vote-by-mail system. As an example of
the types of "events" undermining public confidence in voting by mail, here
is a 2020 election article summarizing union organizing of "voting
parties," where people bring in and fill out together their mail ballots:

While
that article from a pro-business website chronicles union-organized "voting
parties," this is not one-sided issue, as historically there were lots of
examples of employers doing very similar things.
I recognize limits on "ballot harvesting" would not prevent these types of
parties. But strict limits would at least give those who feel pressured to
fill out a ballot a certain way could then "spoil" their ballot afterwards
and get a new one, instead of having to fill out and hand out the ballot
right there at the event.
