Does that person know conclusively who votes for him or her because the
elections office knows and tells them, because they watch the ballot being
cast or for some other reason. Or do they not know conclusively but are able
to form educated guesses based on relationships and other factors?

I don't want to burst any bubbles but for most jurisdictions in Texas at
least there is no such thing as a secret ballot.  I have watched elections
run for 50 years and the candidates for the smaller cities, school districts
and utility districts always know who voted for them.  

 

Until the end of the 70s We had to sign our ballots.  Then we got into this
computer thing I believe it actually operates the same way
