California already has a top two primary for all but presidential elections. Everyone gets the same ballot for those primaries (excluding presidential), and the top two vote-getters advance to the general, regardless of party.

Interesting point. Could there be a comprehensive ballot, with each party's primary contenders listed under that party's heading, so that voters could simply choose one?

Am I right? I think I recall Rick (Hasen) agreeing on that point, but I can't find the email or source. Didn't an earlier election integrity commission recommend against mailing actual ballots?
