I appreciate the concrete recommendations and the report overall.  My one suggestion is to pull out a separate recommendation on how best to facilitate virtual/online voter registration or otherwise address the impact on registration of the epidemic. A fair election is both one in which all registered voters are able to vote and have their votes counted, but equally one in which all eligible voters are able to register. The paper is implicitly recognizes this, but it does not address it head on or the disparate impact this will have on less privileged and educated voters.
