[EL] MN District Court rules Second CD race on; State law preempted.

Hi all:

A Minnesota  federal district Court just ruled the Second Congressional
District race which had been postponed  because of the death of a major
party candidate  is again on for November  3.  The Court ruled that the
state law was preempted by federal law and a full decision on the merits
was likely to succeed.

Expect appeals in this case, alleging violations of the right to vote (if
individuals cannot now change their vote in a timely fashion) and concerns
about voter confusion.
