[EL] Long lines on Election Day

Does anyone know of work on whether the congressionally-set Election Day can be used to cut off voting at midnight even for someone who was already line as of the end of a state’s voting hours?

I see that after-midnight voting happened in Georgia primaries, but that wouldn’t be covered by the uniform presidential Election Day.
