[EL] U.S. Supreme Court denies a stay of Pa. Supreme Court's extension on vote by mail ballots

Wow. I seem to remember that the Dems asked for the Court to hear the case on the merits. Since it only takes four votes to grant review, and this order does not mention review, is that issue then still alive for the Court to take up once Justice Barrett takes a seat, or would the request for review have to come from the petitioners? I didn't review the stay request itself, but was it for a stay pending the filing of a cert petition?
