[EL] Model city charters?

I’m curious if anyone knows of entities that draft or promote model city or
county charters?
(I know about the National Civic League and want to make sure I’m not
missing other efforts.)
I’m thinking about this because of prison gerrymandering.
Typically, cities and counties that host large correctional facilities
adjust their redistricting data to reflect their actual resident population
before they draw their districts. That’s a good solution, but every now and
again a city or county has a charter with language that gives an overly
restrictive definition of "population", which requires them to engage in
prison gerrymandering and give extra representation to the people who live
next to the prison and to dilute the representation of all other city or
county residents.
We discovered that the National Civil League’s Model Charter has some old
language that accidentally and indirectly requires prison gerrymandering,
so I’m poking around for other projects that advise cities and counties to
see if they have similar problems in their recommendations.
Any tips would be welcome off-list, and I’d be happy to summarize for the
list if there are many such projects.
