Many thanks to Derek for plugging *All About Redistricting*. I'm only
temporarily filling in for Justin (and his enormous shoes) and I want to
make sure that ELB readers know that the site is active and will be updated
regularly.
For those who may not be familiar, *All About Redistricting *is a one-stop
shop for those interested in the law and process of redistricting. The site
summarizes the laws and regulations related to redistricting in each state
(with links to primary sources)—for example, who draws the lines
<https://redistricting.lls.edu/national-overview/?colorby=Institution&level=Congress&cycle=2020>,
what criteria
<https://redistricting.lls.edu/redistricting-101/where-are-the-lines-drawn/>
are required/prioritized by law, and when
<https://redistricting.lls.edu/redistricting-101/when-are-the-lines-drawn/?level=Congress&cycle=2020>
new plans are required in each of the states. The site also tracks
redistricting-related litigation in every state (with links to petitions,
briefs, and orders)—for example, challenges to existing maps
<https://redistricting.lls.edu/case/mcconchie-v-ill-state-board-of-elections/>
and litigation related to deadlines
<https://redistricting.lls.edu/cases/?states%5B%5D=California&states%5B%5D=Hawaii&states%5B%5D=Maine&sortby=-updated&page=1>.
Additionally, the site collects and curates shapefiles for all proposed and
enacted plans where available (see, e.g., Colorado
<https://redistricting.lls.edu/state/colorado/?cycle=2020&level=Congress&startdate=2021-06-23>
).
Note that *All About Redistricting *does *not* feature any analysis of
redistricting plans. At least not yet. However, Rick P. provided a nice
tutorial <https://electionlawblog.org/?p=123918> this past week on how
users can use Dave's Redistricting App
<https://davesredistricting.org/maps#home> to analyze plans. The Campaign
Legal Center also hosts PlanScore <https://planscore.org/#!2020-ushouse>
where users can upload shapefiles and analyze districts/plans.
I also wanted to flag this new project by 538
<https://projects.fivethirtyeight.com/redistricting-2022-maps/>—launched
today—that will be providing analysis on the partisan implications of
congressional maps as they are drafted and passed.
As always, if you run across any information that you think is wrong or
missing, please feel free to send me a note.
Best,
Doug
