I’ve been asked to send along the following announcement:


The UCLA Voting Rights Project is introducing a new training event called Redistricting 101- Redistricting Social Science and Legal Seminar.

Who Should Attend This Event:

This event is ideal for the elected officials, their staff, voting rights lawyers, lawyers and staff from national civil and voting rights organizations, government staffers, and lawyers and students who would like to know more about the redistricting process.

This seminar will provide attendees with:

● A basic understanding of the processes and procedures used by most government agencies to receive public testimony and then craft, debate and adopt revised electoral district maps upon release of the data from the decennial census;

● A basic understanding of the legal requirements for districts under federal law;

● Discussion of state level redistricting rules applicable in many states;

● Discussion of commonly adopted traditional redistricting principles;

● Introduction to Social Explorer—a useful tool for persons engaged in the redistricting process;

● An overview of how to roughly observe the existence of Racially Polarized Voting (RPV);

● Basic skills to analyze district maps for possible vote dilution effect;

● Beginner map drawing skills in Maptitude or similar districting GIS program.

The seminar will be taught from the perspective of social science research, and civil rights and voting rights, by Professor Matt Barreto and civil and voting rights attorney Mr. Chad Dunn. In addition, different faculty and expert researchers from across UCLA’s campus, and experts from across the country may participate as "guest experts" to provide their expertise. This seminar is designed to provide a solid background and foundation for individuals who wish to understand the redistricting process.

This workshop will be taught as an introduction to redistricting. The UCLA VRP will announce soon schedule and seminar information for more in-depth training for qualified experts on how to perform RPV analysis as well as a more in-depth seminar on the basics of utilizing mapping software and consideration of legal issues while drawing or analyzing maps.
